I realise this is probably because having separate water tanks that are controlled independently is not as common in the states and nest us very usa centric, but the feature is key in the app. With our nest the hot water tank has a temperature cut off (about 60 from memory) so even though the hot water is on for an hour in the morning and evening, it may only actually heat for half that time if needed.
